History

From the late 15th century, French and British expeditions explored, colonized, and fought over various places within North America in what constitutes present-day Canada. The colony of New France was claimed in 1534 with permanent settlements beginning in 1608. France ceded nearly all its North American possessions to the United Kingdom in 1763 after the French defeat in the Seven Years' War. The now British Province of Quebec was divided into Upper and Lower Canada in 1791 and reunified in 1841. In 1867, the Province of Canada was joined with two other British colonies of New Brunswick and Nova Scotia through Confederation, forming a self-governing entity named Canada. The new country expanded by incorporating other parts of British North America, finishing with Newfoundland and Labrador in 1949. Although responsible government had existed in Canada since 1848, Britain continued to set its foreign and defence policies until the end of the First World War. The passing of the Statute of Westminster in 1931 recognized that Canada had become co-equal with the United Kingdom. After the Constitution was patriated in 1982, the final vestiges of legal dependence on the British parliament were removed. Canada currently consists of ten provinces and three territories and is a parliamentary democracy and a constitutional monarchy with Queen Elizabeth II as its head of state. Over centuries, elements of Indigenous, French, British and more recent immigrant customs have combined to form a Canadian culture that has also been strongly influenced by its linguistic, geographic and economic neighbour, the United States. Since the conclusion of the Second World War, Canadians have supported multilateralism abroad and socioeconomic development.

Present Day

In 1995, the government of Quebec held a second referendum on sovereignty that was rejected by a margin of 50.6% to 49.4%. In 1998, the Canadian Supreme Court ruled unilateral secession by a province to be unconstitutional, and Parliament passed the Clarity Act outlining the terms of a negotiated departure. Environmental issues increased in importance in Canada during this period, resulting in the signing of the Kyoto Accord on climate change by Canada's Liberal government in 2002. The accord was in 2007 nullified by Prime Minister Stephen Harper's Conservative government, which proposed a "made-in-Canada" solution to climate change. The March of Hearts rally in support of same-sex marriage at Parliament Hill in 2004. Same sex marriage was legalized in 2005 with the passage of the Civil Marriage Act. Canada became the fourth country in the world and the first country in the Americas to legalize same-sex marriage nationwide with the enactment of the Civil Marriage Act in 2005. Court decisions, starting in 2003, had already legalized same-sex marriage in eight out of ten provinces and one of three territories. Before the passage of the Act, more than 3,000 same-sex couples had married in these areas. The Canadian Alliance and PC Party merged into the Conservative Party of Canada in 2003, ending a 13-year division of the conservative vote. The party was elected twice as a minority government under the leadership of Stephen Harper in the 2006 federal election and 2008 federal election. Harper's Conservative Party won a majority in the 2011 federal election with the New Democratic Party forming the Official Opposition for the first time. Under Harper, Canada and the United States continued to integrate state and provincial agencies to strengthen security along the Canada–United States border through the Western Hemisphere Travel Initiative. From 2002 to 2011, Canada was involved in the Afghanistan War as part of the U.S. stabilization force and the NATO-commanded International Security Assistance Force. In July 2010, the largest purchase in Canadian military history, totalling CA$9 billion for the acquisition of 65 F-35 fighters, was announced by the federal government. Canada is one of several nations that assisted in the development of the F-35 and has invested over CA$168 million in the program. On October 19, 2015, Stephen Harper's Conservatives were defeated by a newly resurgent Liberal party under the leadership of Justin Trudeau and which had been reduced to third party status in the 2011 elections. Multiculturalism (cultural and ethnic diversity) has been emphasized in recent decades. Ambrose and Mudde conclude that: "Canada's unique multiculturalism policy which is based on a combination of selective immigration, comprehensive integration, and strong state repression of dissent on these policies. This unique blend of policies has led to a relatively low level of opposition to multiculturalism".

Future

By 2050, Canada’s population is expected to reach 40 million — give or take 5 million. Between now and then, population growth will have slowed due to continued low fertility levels, a measure of the number of children women have over their childbearing years. The population could level off at 35 million if the present low birthrate is not offset by a high rate of immigration. At one senior to eight working-age persons, the proportion of seniors in Canada was less than in many other industrialized countries as this century began. But in coming decades, the Canadian population will age more rapidly as baby boomers — those born in the two decades after World War II — reach the age of 65. By 2026, some 8 million Canadians, one person in every five, will be 65 years or older. By 2050, seniors may number 10 million, roughly 25 percent of the projected population. Immigration from Asia, Africa, and Latin America will continue to drive Canada’s population growth. Some analysts expect the newcomers will adopt the prevailing social values. They also believe Canada will move from a “mosaic” embracing a diversity of cultures and groups toward a homogenous society akin to the American “melting pot” model. Only First Nations will resist assimilation and assert social and economic positions appropriate to their traditional values.
